The person to be considered must have 7 qualities as specified by the FA. Including being able to handle ‘public pressure’ well. However, it is not specified that the new coach must be ‘English’ only.
Responsibilities:

7. Must be a person with honor and dignity, understand that taking on the job of managing the England senior national team is representing the entire nation.
Despite the world’s best managers being put forward for the job, several sources have confirmed that the FA has already identified a number of managers, with Graham Potter, Mauricio Pochettino, Eddie Howe, Frank Lampard, Thomas Tuchel and even Jurgen Klopp and Pep Guardiola all being linked at the moment.
